Paper Submission Instructions

IEEE INFOCOM 2024 solicits research papers describing significant and innovative research contributions to the field of computer and data communication networks. We invite submissions on a wide range of research topics, spanning both theoretical and systems research. Topics include but are not limited to:

IEEE INFOCOM incorporates a rigorous double-blind review process, empowered by a fully automated review assignment system that analyzes the submitted manuscripts and the representative publications of TPC members and matches the submissions to TPC members’ expertise and interests. The automated review assignment system, termed Erie, is described in the following paper.

Papers that present data that include experiments on or with humans or animals and/or presentation or analysis of personally identifiable information, including aggregated data, must have the appropriate approval from the author(s)’ institution(s). An explicit statement about the approval must be included in the paper (with appropriate anonymization in the paper submitted for review).

Accepted and presented papers will be published in the IEEE INFOCOM 2024 Conference Proceedings and submitted to IEEE Xplore®. Full details of submission procedures and requirements for authors of accepted papers will be available at http://infocom2024.ieee-infocom.org. Below are the procedures and requirements for submission of papers for review.

 

Originality

Only original papers that have not been published or submitted for publication elsewhere will be considered. 

 

Double-Blind Submissions

All submitted papers will be judged based on their quality and relevance through double-blind reviewing, where the identities of the authors are withheld from the reviewers. As an author, you are required to preserve the anonymity of your submission, while at the same time allowing the reader to fully grasp the context of related past work, including your own. Common sense and careful writing will go a long way towards preserving anonymity. Papers that do not conform to our double-blind submission policies will be rejected without review. 

Minimally, please take the following steps when preparing your submission: 

  • Remove the names and affiliations of authors from the title page.
  • Remove acknowledgments of identifying names and funding sources.
  • Remove project titles or names that can be used to trace back to the authors via a web search engine.
  • Use care in naming your files. Source file names (e.g., "Alice-n-Bob.dvi") are often embedded in the final output as readily accessible comments.
  • Use care in referring to related work, particularly your own. Do not omit references to provide anonymity, as this leaves the reviewer incapable of grasping the context. Instead, reference your past work in the third person, just as you would any other piece of related work by another author. For example, instead of "In prior work [3], we presented a routing protocol that ...," sentences in the spirit of "In prior work, Smith and Clark [3] presented a routing protocol that ..." should be used. With this method, the full citation to Smith and Clark can still be given, such as "[3] J. Smith, A. Clark, "Analysis of...", and it is not acceptable to say "[3] Reference deleted for double-blind review."
  • The submitted manuscript (PDF file) should be text-searchable. Any submission that does not meet this requirement may be returned without review.
  • Many of the editing tools automatically add metadata to the generated PDF file containing information that may violate the double-blind policy. Please remove any possible metadata that can link your manuscript to you. This includes removing names, affiliation, license numbers etc. from the Metadata as well as from the paper. Failing to meet this requirement may also lead to a rejection without review.
  • Remove any embedded author/affiliation information in the PDF metadata. Go to Acrobat menu File/Properties… and remove any author information there.

 

Preprints Policy

The submitted manuscript or its title/abstract should not be posted on a public website, such as arXiv.org, or transmitted via public mailing lists. Authors will need to provide consent that their submissions may be subject to an early rejection if it is found to have more than 30% overlap with a single paper available to the public (e.g., arXiv, webpages, etc.).

 

Anonymous Extended Report Policy

Note that the submitted papers should not refer to an extended/technical report, even if it is anonymous. Please include what you deem to be the most important technical content within the page limitations of the submission. 

 

Conflict of Interest (CoI)

Before submission, please update your CoIs in the EDAS system. A CoI occurs when a person’s objective judgment is — or is perceived by a reasonable observer — compromised by an existing relationship, affiliation, or connection to a person whose work they must evaluate. 

The following are considered to be specific examples of relationships that produce CoIs. Individuals in such relationships should not be involved in peer review of, or making editorial decisions about, materials provided by the related parties. 

  • The lifelong relationship between Ph.D. student and Ph.D. supervisor.
  • Within the last 24 months or reasonably expected within the next year:
    • Working closely together (e.g., at the same institution, company, or organization; or within the same organizational team).
    • Recipients of joint funding or significant professional collaboration.
    • Joint authorship of an archival publication.
  • Personal or family relationships that would reasonably cause others to doubt the impartiality of the review
  • Notable personal or professional conflicts (publicly known or not).

Note that EDAS implemented automated checking of CoIs. Whenever a review is assigned, institutional and co-author conflicts are automatically detected with no need for manual addition or removal. Such institutional or co-author conflicts are no longer displayed in EDAS. However, any other types of CoI manually entered can still be added or removed as necessary. 

 

Submission Cap, Length, and Formatting Requirements

The maximum number of papers an author can submit to IEEE INFOCOM 2024 is six. Accepted and presented papers will be published in the IEEE INFOCOM 2024 Conference Proceedings and submitted to IEEE Xplore®. Submitted papers must be written in English, with a maximum length limit of 10 printed pages. The main text (including figures, tables, appendices, and any material other than references) must be no more than 9 pages. Papers that do not comply with the length limit will not be reviewed. Use the standard IEEE Transactions templates for Microsoft Word or LaTeX formats found at:

If the paper is typeset in LaTeX, please use an unmodified version of the LaTeX template IEEEtran.cls version 1.8, and use the preamble: \documentclass[10pt, conference, letterpaper]{IEEEtran}

Do not use additional LaTeX commands or packages to override and change the default typesetting choices in the template, including line spacing, font sizes, margins, space between the columns, and font types. This implies that the manuscript must use 10-point Times font, two-column formatting, as well as all default margins and line spacing requirements as dictated by the original version of IEEEtran.cls version 1.8. If you are using Microsoft Word to format your paper, you should use an unmodified version of the Microsoft Word IEEE Transactions template (US letter size). Regardless of the source of your paper formatting, you must submit your paper in Adobe PDF format.

The paper must print clearly and legibly, including all the figures, on standard black-and-white printers. Reviewers are not required to read your paper in color. The submitted manuscript should be self-contained. Inclusion of additional material (e.g., a technical report containing the detailed math proof through an anonymous Dropbox or OneDrive link) is not allowed.

 

Paper Submission Process

All papers must be submitted in the Portable Document Format (PDF) electronically using EDAS. The submission website can be accessed by following this link  https://edas.info/N30759. If the submitting author does not have an account, a personal account on EDAS needs to be created. When submitting the paper, a title, all the co-authors, and a concise abstract of up to 200 words should be provided to EDAS as the metadata of the paper. The metadata should be provided before the paper registration deadline. The list of authors should not be included in the paper manuscript PDF (PDF title page, main body, and PDF metadata), in accordance with the double-blind submission policy. Changes to the paper metadata on EDAS are permitted before the paper submission deadline.

 

Consistency between EDAS Metadata and the Camera-ready Manuscript

The authors are required to make sure that the complete list of authors is provided as part of the metadata to EDAS, even though they are not to be included in the paper PDF document in accordance with the double-blind submission policy. Should a paper be accepted, the complete list of authors, including the ordering of authors, must remain identical as the EDAS metadata in the final camera-ready manuscript.

 

IEEE, IEEE Communications Society and IEEE INFOCOM Policies

To ensure appropriate consideration of conflicts of interest during the review process, the ComSoc prohibits changes to the list of authors once a paper has been submitted for review during review, revision, or (if accepted) final publication. The author list may be changed only prior to the submission deadline. To be published in the IEEE INFOCOM 2024 conference proceedings and submitted to IEEE Xplore®, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. Accepted and presented papers will be published in the IEEE INFOCOM 2024 conference proceedings and submitted to IEEE Xplore®.
